3. I am well aware of the service which Dr. Laison has rendered to the Colony: but it would be impossible to meet your suggestion in this matter without creating a most mischievous precedent. Lousan's case cannot be brought under hard para. 15 # of the relative Pension Minute, which is solely for pensions, etc., for "wounds received in duty" or other bodily injuries specifically attributable to the nature of an officer's duties.
The case of Sergeant Keen, referred to in my despatch No. 261 last, off No. 17/14, you dealt with previous consent to retirement conceded by some wounds...
